Consumer, Building and Occupational Services (CBOS) is currently reviewing key elements of the Occupational Licensing (Continuing Professional Development) Determination 2018.
The Determination for electricians, gas fitters and plumbers has not been updated since its implementation in July 2018. CBOS is reviewing this Determination to see whether it can provide a more relevant and contemporary framework for Continuing Professional Development (CPD) in Tasmania.
CBOS is seeking your (or your organisation’s) comments at this stage to ensure any updates reflect industry feedback and needs. It is our intention to collaborate with affected stakeholders directly to achieve this.

Current Situation
Practitioners are currently required to undertake CPD that is a blend of skills maintenance and skills development activities during a licence period. CPD is measured by a points system where points are allocated according to the value of the activity undertaken. These individual activities must be undertaken throughout the licence period rather than just before the licence is renewed.
Proposal
CBOS is proposing changing to a category system where licence holders are required to complete courses in a certain category based on licence renewal time frames. The proposed categories are:
- Technical assessment
- Health and safety
- Skills development
For example: A licence holder with an annual Practitioner licence renewal is required to complete one activity from Category 1 prior to renewal and either 2 activities from Category 2, or an activity from both Category 2 and 3. A licence holder with multiple licence classes is required to complete a Category 1 activity relevant to each licence class and then a Category 2 activity in a 3 year cycle.
- What feedback do you have on the new proposal?
- Is a fourth, separate category required for business/contract management?
- What criteria should determine whether an activity is CPD eligible and do you think the current provider approval process is sufficient?
- Are current CPD record keeping requirements sufficient?
- Is there any other feedback you would like to provide on the current CPD Determination or any future CPD framework?
